GNU changelog patch

GNU is a very old project, predating most source control systems, and
thus it stores its history not in a VCS's logs, but in Changelogs.

A couple of years ago I submitted a patch to parse Changelogs, but it
never seemed to have gotten accepted. Would it be considered for
inclusion now?
