Is it possible to tell Galera about redundant network paths (in my
case, redundant WAN paths) between nodes? To be more specific, every
node in my system is addressable via distinct WAN links on separate
IPs. I guess the alternative is running a local haproxy instance with
the remote host's distinct IPs as failover tcp backends, but that
seems hacky.
Any other suggestions?

I'm afraid not. ATM there is no provision to associate more than one IP
with the node (and more than one link between any two nodes).
