The number of nodes in the galera cluster is displayed incorrectly

I have problem with galera cluster, 3 node of mariadb and in this case, the error goes to the node on which the container with mariadb was last restarted.

| wsrep_cluster_state_uuid |
wsrep_cluster_size = 0 on the first node.
wsrep_cluster_state_uuid is empty on all nodes.
All three nodes consider the cluster Primary, but the first node does not consider itself part of the cluster (hence wsrep_cluster_size = 0).
Checking the network - everything works, the config is correct, I tried restarting. What can help in this case?
