What steps will reproduce the problem?

1. hg clone https://code.google.com/rietveld $HOME/pub
2. app_server.py $HOME/pub/rietveld

Error:

File mapreduce/include.yaml listed in include directive of ./app.yaml could
not be found.

Temporary solution is commenting out two lines on app.yaml.
#includes:
# mapreduce/include.yaml
