how to connect api rest from android 9 without https protocol

i need to connect with api rest by https protocol, but in the Android 9, i cant because this exception "Handshake failed".
Can you help me?
We have a VPN Connection...

How can I force to use http protocol in api level 28 or high instead https?

Hi,

not at the moment.

Notice this won't work for invalid certificate. Just for "http" URLs. What isn't working for you?

Did you add these hints with the same case? Did they make it into the settings file?
