Taurus console UI not appearing after installing 1.14 on windows

Currently using 1.13.8 with no problems.  Upgraded to 1.14 on windows(tried both installing on top of 1.13 as well as uninstalling 1.3 same results) and the local console GUI/UI is not appearing.  Taurus appears to be writing the data to the console but no UI.  In BZT log file i see:

DEBUG Engine.console] Can't use 'console' screen, trying 'gui'

[2020-02-01 17:42:52,606 DEBUG Engine.console] Can't use 'gui' screen, trying 'dummy'

on my 1.13 system i see the same "can't use console screen, trying gui" log entry but not the "can't use gui screen"
