Major updates to cocalc-docker

Cocalc-docker https://github.com/sagemathinc/cocalc-docker is a
Docker image that lets you very easily
run a self-contained CoCalc on your own computer (e.g., laptop,
server), with LaTex, SageMath, R, Julia,
VS Code, Pluto, JupyterLab, etc., all pre-installed. It's actually
pretty amazing the ridiculous amount of
functionality one gets in the full cocalc-docker image.

Today I greatly improved the official cocalc-docker image:

- upgraded from Ubuntu 20.04 to 22.04
- upgraded R
- upgraded Julia from 1.7.3 to 1.8.1
- installed JupyterLab
- pegged ipywidgets and jupyter-server at old enough versions so work
with cocalc
- upgraded to the new sage-9.7

I've also built updated aarch64 images, for use e.g., on modern Apple computers.
