For those with video upload access, it works identically to the photo and audio upload capability. When I look at the "Manage Media" page for a checklist, on the right, I can see information on Photos, Audio and Video. I assume that if you can see Video in that location that you have access to the video upload capability.
I think eBird Central is trying to gauge reaction and behavior to this new capability as videos will occupy significantly more space than photos.
