Is this a Cassin's kingbird?

I saw this bird in the summer about 3 years ago and could not get a very good picture of it. It was high up in the Ponderosa's on a campground west of 115 near Florence.

Thanks for any comments, I am not sure of what county I was in.

This bird was at mountaindale cabins & rv resort which is on the southern edge of El Paso county and partly in Fremont county.
