RFI: migrating swans

We are hoping to go to either the Bear River Refuge in Utah or somewhere in Idaho to see migrating swans in November. Does anyone have any suggestions or tips about the best places to go to see this amazing happening? Or the best time to see it? Any advice will be much appreciated.
