What is mean "input latency"

Hello. 

I found a problem with cert performance during testing for youtube pre-cert. 

To pass YouTube In-App Performance Testing: Automated Performance Latencies, 
Input latency should be less than 200ms, but a very large value is measured.
(the rest of browse-to-watch, tile to tile, row to row are passed). 

I'd like to know exactly what Input Latency means.  

Is there anything reduces input latency?

Input latency is the time, in milliseconds, from when Cobalt receives a keypress event to when the animation is started. This is usually measured while browsing video tiles using the right keypress which initiates a tile-to-tile animation.
