Cleanfill is defined slightly differently under the various plans. The relevant definitions are as follows:
Auckland Council District Plan (Rodney Section)
Cleanfill
means materials of natural content, such as soil, clay, concrete, brick or demolition materials, which are free of combustible materials and are not subject to biological or chemical breakdown, but does not include domestic, commercial and industrial wastes, hazardous wastes, or timber, or trees and garden trimmings; provided that in the case of demolition materials, minimal quantities not exceeding 5% of any one truck load of untreated timber still firmly embedded or attached to concrete or brickwork are acceptable.
Organic material comprising humic material and vegetation that cannot be separated from topsoil and wood shall not be present in more than 5% of the loads sent to any cleanfill site.

Cleanfill
A cleanfill is any landfill that only accepts cleanfill material. Cleanfill material means material that when buried will have no adverse effect on people or the environment; and includes virgin materials such as clay, soil and rock, and other inert materials such as concrete or brick that are free of:
• Combustible, putrescible, degradable or leachable components;
• Hazardous substances;
• Products or materials derived from hazardous waste treatment, hazardous waste stabilisation or hazardous waste disposal practices;
• Materials that may present a risk to human health; and
• Liquid waste.
Proposed Auckland Unitary Plan
Cleanfills
Facilities where cleanfill material is accepted for disposal. It does not include the short term transport to, storage and use of uncontaminated soil within an earthworks site for the purpose of achieving engineered fill contours for a specific development.
Cleanfill material
Material that will have no adverse effect on people or the environment when buried.
Includes:
• virgin materials such as clay, soil and rock
• other inert materials such as concrete or brick that are free of:
- combustible, putrescible, degradable or leachable components
- hazardous substances
- products or materials derived from hazardous waste treatment, hazardous waste stabilisation or hazardous waste disposal practices
- materials that may present a risk to human health
- liquid waste.

In regards to the filling at 669 Ridge Road, I was mistaken earlier when I indicated that there was no resource consent for the activity. I have spoken to our Monitoring and Compliance Team and can confirm that resource consent reference: LAN-65209 was granted in September for 28635m3 of cleanfill.

Hi Bridgette
Can you please advise when the Dirtworks dump at 669 Ridge Rd is due to finish.
I see they have built a dirt wall to stop residents seeing what they are dumping.
And from neighbours I understand it is not all dirt that is being transported to that sight. Can you please advise how often an inspector (I am assuming that council does inspect.) visits the sight & observes and tests what goes in. And has an environmental report be done on the area below the dump?
Are the trucks required to have their loads covered?
Another case where the residents had no say in what comes and gets buried in our area.
