Please find attached the summary of activities up to the end of May 2011. These are based on your reports through phone and monthly report form that was sent to you..
Only Kevin Moris is submitting monthly reports using the report form and the information is much more clearer and detail. All officers including the two senior officers are not using the report format but through phone (Calling circle), which is good but at the end of the day we end up with no hard copy of your reports for future reference. This is important because we need to have historical information store in hard copy or soft copy.
Senior officers,
I would need you to be more proactive in ensuring that officers under your responsibilities submit reports using the monthly report format and no more through telephone, especially the northern region. Also cut down your commitment in side meetings that are less relevant to fisheries and that would have no effect on the outcomes on fisheries meeting its objectives. Fisheries development issues as well as Staff issues raised by fisheries officers in the provinces are my uttermost priority and therefore have to be responded to promptly and effectively. We would expect 85 – 90% of your time spent on coordinating, monitoring and deliberating on officers request (refer job description).
D/Officers,
Staff self discipline and creativity is becoming a concern. Staff are becoming more dependency, talking more and doing less and issuing more complaints then being creative and looking for alternative approaches. Lack of budget or warrant release SHOULD NOT BE the excuse for not doing work. I am confident than more than 100 things can be done in-office by using what we already provided for you such as calling circle, internet service, computers, vehicle/motor bike/boat your depending on advice from Port Vila. I am sure you can meet more people and collect more information by inviting them to your office instead of you going out if you don’t have the budget.
Please make sure that your work activities in the provinces reflects the salary (GRT), which you are enjoying now.
For your brief information (and not to discuss with other people), we are working towards corporatizing the Fisheries Department by 2013, which means that we will no longer be a government department by 2013. Officers employment will be assess annually and underperform staff will not be entertain. Your outputs should generate revenue to the Fisheries Department (between now and 2013) or community satisfaction on your service delivery.
The above note may look strong, nasty or insulting to some but this is the approach, which we should have no choice but to do wake up and to do our best to achieve what we are employed to achieve.
The Director has mentioned in the “Heads of Divisional Meeting” to follow up on the AGM fund and to get it sorted out. This would bring a lot of hope for D/officers to discuss issues and perhaps put everybody on track. The Director will be involve in the meeting and his session will shade a lot of light on where the future of fisheries lays from now on.
