Thanks for the March report.
Following our conversation last week regarding the IMU on Paama, I hope you get the understanding that we would try again to explore every avenue before we can take the last option to move the IMU to SW Bay. The IMU in Paama has been sitting idle and has not been supervise for more the 12 months. No reports was obtained on the current condition of the IMU from the FCA and those whom we signed the management agreement with.
We have decided to reverse the decision not to transfer the IMU from Paama to SW Bay simply because 1) we are not too sure on the present condition of the IMU and any dismantling and handling may be costly 2) we have insufficient budget for relocation and 3) the fisheries may be on default on the fact that no regular and follow up technical assistance was given after installation.
As the officer in-charge of Malampa province I would strong insist that you should take the leading role on reassessing the IMU and having said that I would appreciate if you could prepare a traveling itinerary to Paama in May to; 1) carry out a thorough assessment on the IMU, 2) report on the present condition of the IMU and 3) investigate any feasible arrangement that we may consider in the future. Due to the present situation where we have very limited or no information regarding the present condition of the IMU I strongly advice that NO further arrangement or management agreement is made or signed until your assessment is completed. We have the understanding that the present agreement has not been followed and therefore we will soon give notice for termination immediately, and all assets be returned to the Fisheries Department.
Any person who may have some interest in operating the IMU must submit their proposal to the Fisheries Department for scrutiny.

When draft his contract please deduct the flight cost and next Friday all the work should be completed.
