Thank you for the heads up, Matt! 

One item of concern agencies have for remote areas within the San Luis Valley E911 dispatch region is how 911 calls are routed when made using a satellite phone. My research indicates as long as the satellite service is properly set up, calls are routed based on Public Safety Answering Point (PSAP) location data. E911 handles satellite calls by requiring satellite phone providers to establish call centers that ascertain the caller's location and phone number, and then route the call to the appropriate PSAP. If geolocation data is missing or the PSAP isn't enabled, the call is routed to an Emergency Call Relay Center (ECRC), where trained telecommunicators gather details and forward the communication to the appropriate dispatch center. Hopefully this research is correct.

Hi Barney - 

The process you describe sounds correct, especially if the sat service provider hasn't established ESRK shell records in the 9-1-1 ALI database for call routing.  My guess is that this topic won't be covered in the webinar, because it is more about 9-1-1 system call routing and delivery than how GIS data gets used post-delivery in a dispatch center.
