Hi Jaci, Hope you are well. I apologize I have been out on leave for the last few weeks due an unexpected surgery.

Hearings (see section 22 regarding the definition of emergency telephone charges and terms, but the rest of the rule applies)
Regarding the audit procedures, this is not a public document on our webpage like the others and we don’t have a procedure specific to 911 charges. When we conduct most audits we audit all applicable taxes and fees collected through our Treasury Division, so the auditors are trained extensively on auditing various records, not just telephone suppliers. We would generally follow the sales tax procedures for E911 remittances. I have attached these for reference.
I am sure with the recent rules at the PUC level and new statute from 2020, we will need to revise somethings soon to ensure we are compliant in reporting our ongoing audits.
