Revised Audit Plan

Everyone,

I made a number of additional revisions to the audit plan so attached is the new version for discussion on Monday. To recap a couple of points I made on Monday, this is an internal PUC document we're developing to help guide how we conduct these audits and will likely change over time, but we asked the committee for input to help us get off to a good start.
