Hello, I work at a hospital in Hobart Indiana who uses the title of Clinical Nurse Leader for nurses who are not actually CNL prepared and do not all have an MSN of any kind. Is this allowable?

Im thinking No. It is clear that the title cannot be used if the person is not Certified. Clinical Nurse Specialists are very commonly confused with CNL, but also require a Masters. I would say this may be a title that some one is using who may be unaware of the certification. Check the job description.
