ANN: libcni 1.1.1 released

Hello, fellow CNI users,

We're happy to announce the release of libcni v1.1.1. Full information

libcni is typically vendored into container runtimes and CNI plugins to
provide common functionality that CNI consumers and plugin implementers
require.

v1.1.1 includes an important regression fix to allow runtimes like
containerd and CRI-O to handle CNI plugins that do not technically
conform to the CNI specification. These plugins incorrectly return a
blank Result cniVersion which is now (again) assumed to be the same as
the input configuration cniVersion. This was previously the case but
was broken in the 1.0.0 release when conformance was tightened. As this
is a regression, the previous permissive behavior has been restored.
