Help with ipam/dhcp skipDefault

Dear developers of the CNI plugins,

I struggle to understand what the "skipDefault" DHDP request option achieves and how it works. 

The official configuration reference (https://www.cni.dev/plugins/current/ipam/dhcp/#network-configuration-reference) barely explains it and my understanding of Go is too weak to figure it out be going through the source code.

If i understand it correctly, it prevents any of the options listed in optionNameToID to be parsed if it's set to true.

Is that right?
