I am finding the way to make the C# application with OpenFace.

Is it possible?

You can use a RESTful API to send and receive images from a Python server from any programming language, including C#. If you're interested, Taylor Arnold has started one that looks promising that you can finish at https://github.com/statsmaths/openfaceApi
