i. WHAT'S NEW AT THE ARTERIAL NETWORK?
West African Regional Secretariat
In accordance with Arterial Network’s Steering Committee’s decision to establish regional secretariats  to facilitate the growth and sustainability of Arterial Network continentally, applications are hereby invited for the position of Regional Secretariat, West Africa. The successful applicant will be based in Mali. The tasks of regional secretariats will include assisting Arterial Network structures to be established in the countries in the region, collecting and distributing information, undertaking research, providing organisational and strategic support to civil society groups, organising regional events, coordinating regional structures, etc. Applicants must have organisational and project management experience, initiative and the ability to work independently, and should be able to travel. Fluency in English and French, and previous participation in Arterial Network would be advantages. While the position will be based in Mali, it is open to any African. Interested parties are to submit applications that should include a motivation letter, a comprehensive CV, at least two contactable referees and certified copies of academic and other qualifications to Marg...@arterialnetwork.org by 15 March 2011.
Launch of Tanzania Chapter
The Arterial Network Tanzania Chapter was launched on 12 February 2011. Guests of honour at the launch were the Zanzibar Minister of Tourism and Culture, Mr. Abdillayi Jihad Hassan and Ms. Hege Aasgaard from MIMETA. It was also attended by the Regional Secretary General for the Arterial Network in East Africa. The following people were elected into the country committee. Zanzibar Arts Journalism Training
The Arterial Network, in partnership with African Synergy and thanks to Africalia’s support organised a 7 day Arts Journalism Course in Zanzibar, Tanzania. It was organised parallel to the Sauti za Busara Festival and was attended by the following journalists: Anthony Mbiyu Njoroge -Kenya Edgar Raymond Batte- Uganda  Erick Mchome - Tanzania Evance Ngingo - Tanzania Fredrick Bundala - Tanzania  Joseph Ngunjiri- Kenya Joseph Waweru Njata -Rwanda Lily Yekoye - Ethiopia Linda Mbabazi -Rwanda Moses Serugo -Uganda Tony Mushoborozi Saasi -Uganda Telesphore Mba Bizo, a member of the Arterial Network’s Steering Committee and task team member of the African Arts- Journalism Network (AAJN) also attended the training. He spoke to the trainees about the broader vision of the AAJN of, ‘creating a technically and financially sustainable link on the continent working towards affording a platform to promote artistic creative excellence through wide exposure, reviewing, previewing, criticising and carrying out research on all forms of art.’
Orientation of New Staff
The Arterial Network congratulates and welcomes Ammar Kessab, from Algeria, as its Project Manager for Sustainability. Ammar is an expert in cultural policies for UNESCO, the Observatory of Cultural Policies in Africa (OCPA) and El Mawred El Thaqafy (Cultural Ressources). He is also a member of the Permanent Secretariat of SICADIA (Summit of Cultural Institutions in Africa and the African Diaspora), a member of the U40 World Forum "Cultural Diversity 2030" and a founding member of U40 Africa.  Ammar together with Carole Karemera, the Deputy Secretary General of the Arterial Network (from Rwanda) who was appointed last year in October, spent 5 days in Cape Town on an induction programme.
Database Call
The Arterial Network receives numerous requests and inquiries pertaining to experts working in various fields in the cultural sector in Africa. In the view to make it easy for us to provide such kind of information we are currently building discipline-specific databases of African cultural experts. The database will be an important tool to link cultural professionals working in the various cultural fields and to identify experts for conferences and paid consultancy work. Below are the disciplines that we are currently uploading onto our database. Please note that one person can belong to many disciplines. Conference on Cultural Diversity and U40 Africa Launch
The Arterial Network and the Department of Arts and Culture will co-organise a conference on cultural diversity which is to take place on 30 and 31 March 2011. The aims of the conference include informing the civil society in the creative sector about the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions and its current status internationally and within South Africa. It will also launch a mechanism to advance and monitor the implementation of the Convention within South Africa and between South Africa, African and International partners.  The conference will also facilitate for the launch of the South African chapter of U40. The U40 forum offers young experts Under 40ies – postgraduates, PhD students, young professionals, and similarly qualified young experts – the opportunity to participate in the international debate on Cultural Diversity and the implementation of the UNESCO Convention on the Protection and the Promotion of the Diversity of Cultural Expressions (2005). More details will be announced later.
Toolkits and the African Directory for Arts and Culture
Three toolkits – Fundraising, Arts Marketing and Networking and Advocacy are currently being finalised and we plan to launch them before the end of the first quarter of the year. The African Directory for Arts and Culture is at the final editing stage. We plan to publish it by the end of March 2011.
Working groups
Towards the end of the year last year we made a call for people to join working groups around the following themes: Culture and Development, the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, Intercultural Dialogue and Cultural Diplomacy, Creative Industries, the African Creative Economy and the African Union’s, Plan of Action on Cultural Industries, Intellectual Property and the rights and Status of Artists. This is to ensure that African creative practitioners remain on top of the debates around these themes and that in fact, they provide leadership in some of them, and that more African experts on these issues are identified and nurtured. Language Residency
As part of its commitment to empower its leadership with language skills, the Arterial Network supported Igo Lassana Diarra, a member of the Arterial Network Steering Committee from Mali, to attend an English Language residency programme in Cape Town. The programme, which is an intensive English Language course spinning over 10 days, was organised by Eurocentres. At the end of the programme he was awarded with a certificate. The 1st World Exhibition of Young Artists (WEYA)
The Arts Council of England and several other UK Universities and Institutions are aiming at realising an ambitious event: the 1st World Exhibition of Young Artists (WEYA) dedicated to young artists coming from all over the planet.  WEYA aims to realise a world platform of international organisations working with young artists and to involve them in the identification and selection of artists for WEYA: the idea is to build an informal Partners Forum that will have the first opportunity to meet at the end of March in Nottingham. WEYA has approached the Arterial Network to become a partner in this event. The Arterial Network also recommended several partners on the continent, and 8 organisations across the continent, among our suggestions, have been chosen to take part in the project.  WEYA will be organised as a side event of the London Cultural Olympiad in 2012, that will host for the first time such a big manifestation, dedicated to several artistic fields, from Visual and Applied arts to Music, Show, Literature, Video and Gastronomy, and with a large space dedicated to projects, workshops and site-specific works. It will be a great networking and learning opportunity for African young creators.
ii. ARTS ADVOCACY NEWS
Study on the Entrepreneurial Dimension of the Cultural and Creative Industries
The aim of this Study is to provide a better understanding of the operations and needs of companies in the CCIs, especially small and medium-sized enterprises (SMEs). The intention is not to provide a comprehensive overview but rather to describe some of the problems and provide recommendations.  The Study highlights transversal problems common to all these CCIs. It indicates specific challenges that could hamper entrepreneurship and prevent CCIs from benefiting from the internal market and the digital shift. From these key challenges, the Study suggests general approaches for developing a conducive environment as well as specific recommendations to provide support for each determinant, highlighting best practices and taking into consideration sector differences, the different levels of policy as well as the different development phases in which the CCIs find themselves.  Throughout the Study, around 40 Best Cases illustrate key approaches and initiatives.  Although being entirely focused on European creative sector, the study shares some conclusions with the survey of the Observatory addressed to ACP cultural operators, notably with respect to the role played by SME in job creation.  The study can be downloaded on the following: http://ec.europa.eu/culture/key-documents/doc3124_fr.htm
Kenya: Support Film Industry
Nairobi — Kenya's film industry has begun the year in a jolly mood. According to figures released on Friday, it contributes Sh1.8 billion to the national wealth. While this is small change compared to bellwether sectors like tourism and agriculture, it is a big step nevertheless for a segment that was almost non-existent few years ago. Film makers and other players are likely to cheer this 0.09 per cent contribution to GDP. Yes, it reflects growth; but it also shows the huge potential that lies in film making. CULTURE AND GLOBAL SECURITY: Analyzing current threats and harnessing The polarisation of the States of Africa along ethnic, religious, social class, etc. has been identified as a source of conflict and security breaches which needs urgent attention. Also, the exodus of Africa’s human resource through illegal and unauthorized routes mainly to Europe and other parts of the world is a security concern for the states of Africa as precious lives are lost and rights abused. It also raises security concerns for potential destination states including Italy, Spain and Greece. Moreover, terrorism and its ever changing methods with which orchestrators execute their actions are of great concern to our current and future generation. ‘Development, Geopolitics and Cultural Exchange in the Indian Ocean’ 26 to 29 May 2011, ZIORI, Zanzibar
Outline of workshop focus Over the last century the Indian Ocean region has experienced social, political and cultural reconfigurations that are the outcomes of distinct regional circumstances, but also mirror broader global transformations since the colonial era. Regional resources – notably fossil fuels – have positioned the Indian Ocean rim as a critical arena for both the global economy and geopolitics. At the same time, recent scholarship has traced how colonialism, independence and the Cold War engendered novel forms of collaboration across the Indian Ocean region, while evolving communication technologies contributed to new cultural imaginations.  The tensions of decolonization, and the different paths pursued by littoral societies in the context of Cold War rivalry, created postcolonial legal edifices – entailing new definitions of the citizen and the political actor – and systems of governance, that had profound effects on modes of identification, and in some cases spurred foreign intervention. Furthermore, frustration with the lack of rapid economic growth brought about instabilities, which paradoxically contributed both to state fragility and more robust regimes of control.  The restructuring of the world capitalist order in recent decades has created opportunities for new powers to emerge from within the Indian Ocean – most notably China and India – that pose economic and, perhaps in the long run, political challenges to older global powerbrokers. This has established possibilities for the emergence of a more multi-polar world in which economic development and geopolitical alignments in the Indian Ocean are taking centre stage. The heightened US military presence in East Africa, the Persian Gulf, South Asia and on Indian Ocean islands in the context of the ‘global war on terror’ has fueled tensions between local concerns and transnational regimes of control. At the same time a new and more multi-polar power structure may help to bring about new forms of cultural connectivities and agendas for political collaboration and exchange. These issues have deep historical resonances. Work by historians of the Indian Ocean has shown how questions surrounding piracy, jurisdiction, non-state networks and governance were prominent throughout the region’s history, from the rise of Islam to the age of empires. Just as important, historical reflections have demonstrated how a range of groups contributed to shaping the legal, political and cultural contours of the Indian Ocean region. This workshop aims to explore how systems of power and approaches to development have shaped the societies of the Indian Ocean rim both in the past and the present. Further, the workshop will address the significance of the combination of economic transformation and changing modes of human connectivity for the region as well as what such developments may mean for the future of the Indian Ocean and the world. The conveners welcome papers directed at diverse perspectives and time periods. We hope to spark a lively conversation across disciplines and, to this end, encourage the participation of scholars with a background in international relations, history, political science, cultural and religious studies and other relevant fields. Arab Fund for Arts and Culture: Call for Funding Proposals
First Call The Arab Fund for Arts and Culture (AFAC) is launching an open call for proposals for its general grant in the categories Literature, Visual Arts and Performing Arts. Moreover, AFAC is launching a second open call for proposals for its Arab Documentary Film Program, in partnership with the Sundance Documentary Institute. All individuals and organizations working in the cultural and artistic spheres, whose projects target the Arab region, are invited to send their project proposals regardless of age, years of experience, nationality, country of residence (Arab world and abroad), ethnicity, religion or any other factor. Second Call The Arab Fund for Arts and Culture (AFAC), in partnership with the Sundance Documentary Institute, is launching a second open call for proposals for its Arab Documentary Film Program. Directors and producers with documentary film projects in the script/development or production/post-production stage, whose projects target the Arab region, are invited to send their project proposals. Applications must be submitted online in English between February 14th and May 13th, 2200 hours (GMT 2). The winners will be announced in July 2011. Open Call - Watermans 2012 New Media Exhibitions Project
To coincide with the Olympics in London in 2012, Watermans is pleased to announce a unique opportunity to present a series of installations exploring interactivity and participation in New Media and Digital Art. This year long project proposes to showcase the work of artists from all continents, with an interest in projects concerned with ways of participation, interactivity or collaboration and consider the use or importance of technologies in their work.  Artists and art collectives from all countries working with new media and digital technologies are invited to submit proposals of existing or new projects. International Artists’ Workshop
From 14st – 28th August 2011, Kuona Trust Centre for Visual Arts will be holding it’s 11th International Artists’ Workshop and are inviting applications from visual artists and art writers working in all disciplines. Wasanii International Arists’ Workshop is part of the larger Triangle Network workshops and this year’s theme is “In Conversation”. The emphasis this year is on discussion, dialogue and debate, though artists will not be discouraged from making art, the goal of this workshop is to encourage conversation around artists’ practice and to document this artistic exchange across cultures. FAIR PLAY Anti-Corruption Youth Voices Competition
FAIR PLAY Anti-Corruption Youth Voices is a global competition for artists and young bands (18-35 years) on the theme of anti-corruption, organised by the Global Youth Anti-Corruption Network, JMI Foundation and the World Bank Institute.  It is an awareness-raising program and a network building effort to connect socially conscious artists and citizens worldwide and highlight the role of youth in combating and preventing corruption.  Global Youth Anti Corruption Network (GYAC) is a global network of youth organizations working on anti-corruption issues. It aims to establish a global youth network of emerging leaders that nurtures and is nurtured by the expansion of country-level initiatives to improve transparency and accountability; and create an enabling environment for youth to tackle corruption, in which youth themselves will set priorities to inform the follow-up activities of the network. The program will bring together youth between the ages of 18-35 active in anti-corruption efforts, youth journalists and young socially responsible musicians to increase awareness among youth about the impact of corruption on development in their countries; and create country level youth networks to promote concrete initiatives for greater transparency and accountability. The Durban International Film Festival has announced that its 32nd edition will take place from 21 to 31 July 2011.
Supported by the National Lottery Distribution Trust Fund (principal funder), National Film and Video Foundation and other valued funders and partners, the festival will present over 200 screenings of films from around the world, with a special focus on films from South African and Africa. Screenings will take place throughout Durban including township areas where cinemas are non-existent. The festival will also offer an extensive seminar and workshop programme featuring local and international filmmakers. 2011 will also see the return of Talent Campus Durban and the Durban FilmMart.  The festival calls for entries from around the world. Feature films, short films and documentaries are all welcome. The festival does have a competition component. The deadline for entries is 31 March 2011 for short films and documentaries; 15 April 2011 for feature films. Early submissions are encouraged. Les responsabilités des secrétariats régionaux incluront le soutien auprès des structures d’Arterial Network à créer dans les différents pays de la région, la collecte et la distribution d’informations, faire des recherches, le soutien stratégique et organisationnel aux groupes de la société civile, aux évènements de la région, l’organisation d’évènements régionaux, la coordination de structures régionales, etc. Les candidats doivent avoir une expérience dans la gestion d’une organisation et de projets, un sens de l’initiative et la faculté de travailler de manière indépendante. Les candidats doivent également avoir la possibilité de voyager. Nous encourageons particulièrement les candidats maîtrisant la pratique de l’anglais et du français et ayant participé à des évènements d’Arterial Network. Lancement du chapitre Tanzanie
Le chapitre Tanzanie d'Arterial Network a été lancé le 12 février 2011. Mr Abdillayi Jihad Hassan, ministre du Tourisme et de la Culture et Mme Hege Aasgaard de MIMETA étaient les invités d'honneur. Formation en Journalisme culturel à Zanzibar
Arterial Network, en collaboration avec African Synergy et grâce au soutien d'Africalia, a organisé une formation de 7 jours sur le journalisme culturel à Zanzibar, Tanzanie. Cet atelier était organisé lors du festival Sauti za Busara. Il s'est adressé aux participants sur la vision globale de l'AAJN qui cherche à “créer un lien technique et financier durable sur le continent en créant une plateforme qui saura promouvoir l'excellence créative et artistique grâce à une large couverture médiatique, des avants-premières, des critiques et en favorisant la recherche sur toutes les formes d'arts”
Nouvelles recrues
Arterial Network se félicite de l'arrivée dans son équipe de Ammar Kessab, de nationalité algérienne, qui travaillera comme chef de projet chargé de la durabilité. Ammar est un expert en politiques culturelles à l'Unesco, à l'Observatoire des politiques culturelles en Afrique (OCPA) et à El Mawred El Thagafy (Ressources culturelles). Il est également membre du secrétariat permanent de Sicadia (Sommet des institutions culturelles en Afrique et de la diaspora africaine), membre du Forum mondial U40 “Diversité culturelle 2030” et un membre fondateur de U40 Afrique. Ammar et Carole Karemera(Rwanda), la secrétaire générale adjointe d'Arterial Network élue en octobre dernier, ont passé 5 jours au Cap pour suivre un stage d'introduction.

Arterial Network reçoit de nombreuses demandes de la part d'experts travaillant dans de nombreux domaines culturels en Afrique. Afin de pouvoir répondre facilement à ces requêtes, nous sommes en train de créer une base de données d'experts en culture africaine, et ce pour chaque discipline. La base de donnée représentera un outil important pour mettre en réseau les professionnels culturels qui travaillent dans les différents domaines culturels et permettra d'identifier les experts pour des conférences et des travaux de conseils rémunérés. Conférence sur la diversité culturelle et sur le lancement d'U40 Afrique
Arterial Network et le département des arts et de la culture organiseront ensemble une conférence sur la diversité culturelle qui se déroulera les 30 et 31 mars 2011. La conférence informera la société civile appartenant au secteur créatif sur la convention de l'Unesco sur la protection et la promotion de la diversité des expressions culturelles. Elle examinera son statut actuel à l'international et en Afrique du Sud. La conférence aura aussi pour but de lancer un méchanisme gérant la mise en place de la convention en Afrique du Sud, et entre les partenaires sud-africains, africains et internationaux.  La conférence facilitera également le lancement du chapitre sud-africain d'U40. Le forum U40 offre à de jeunes experts agés de moins de 40 ans (étudiants de troisième cycle, doctorants, jeunes professionnels, et autres jeunes experts qualifiés) l'opportunité de participer au débat international sur la diversité culturelle et la mise en place de la convention de l'Unesco sur la protection et la promotion de la diversité des expressions culturelles (2005).
Boite à outils et le répertoire africain des Arts et Culture
Trois boites à outils – Collecte de fonds, Marketing des arts et Réseau et soutien- sont en cours de finalisation et nous espérons les lancer avant la fin du premier trimestre de cette année. Le répertoire africain des Arts et de la Culture est en cours de finalisation Nous avons l'intention de le publier fin mars 2011.
Groupes de travail
En fin d'année dernière nous avons demandé aux gens de rejoindre des groupes de travail organisés sur les thèmes suivants: Culture et développement, la convention de l'UNESCO sur la protection et la promotion des diverses expressions culturelles, Dialogue interculturel et diplomatie culturelle, industries créatives, l'Economie créative africaine et les syndicats africains, Plan d'action sur les industries culturelles, propriété intellectuelle et les droits et statuts des artistes. Ces groupes de travail ont pour but de permettre aux professionnels créatifs africains d'être à jour sur ces thèmes et ainsi fournir des qualités de leader à certains d'entre eux. Résidence linguistique
A travers sa volonté de développer les compétences linguistiques de ses leaders, Arterial Network a soutenu Igo Lassana Diarra, un membre du comité directeur d'Arterial Network au Mali, en lui offrant la possibilité d'assister à une résidence linguistique au Cap. Il s'agit d'un programme intensif de cours d'anglais s'étalant sur 10 jours qui a été organisé par Eurocentres. Il a reçu un certificat à la fin du programme. La première exposition mondiale des Jeunes artistes (WEYA)
Le Conseil des Arts d'Angleterre ainsi que d'autres universités et institutions britanniques ont l'ambition de créer la première exposition mondiale des Jeunes Artistes (WEYA) dédiées aux jeunes artistes venant du monde entier.  WEYA souhaite créer une plateforme mondiale d'organisations internationales travaillant avec de jeunes artistes afin qu'elles sélectionnent et identifient des artistes pour l'exposition. L'idée est de mettre sur pied un forum informel de partenaires qui pourront se rencontrer pour la première fois fin mars à Nottingham.  WEYA s'est entretenu avec Arterial Network pour un partenariat. Arterial Network a également conseillé plusieurs autres partenaires présents sur le continent, et 8 organisations, parmi nos propositions, ont été choisies pour faire partie du projet.  WEYA se déroulera au même moment que l'Olympiade culturelle de Londres 2012. Londres accueillera pour la première fois un événement d'une telle envergure dédié aux différents domaines artistiques (arts visuels et appliquées, musique, spectacle, littérature, vidéo, gastronomie...) Un large espace sera dédié à des projets, ateliers, et autres travaux propres à l'événement. Il s'agira là d'une immense opportunité pour développer contacts et réseaux pour les jeunes créateurs africains.
iii. Actualité sur le soutien artistique
Etude sur la dimension entrepreneuriale des industries culturelles et créatives
Cette étude a pour but d'expliquer les opérations et les besoins des entreprises faisant parties des Industries culturelles et créatives, en particulier les petites et moyennes entreprises (PME). Le but n'est pas de donner une vue d'ensemble mais bien de décrire certains problèmes et de préconiser des solutions.  L'étude met à jour des problèmes transversaux communs à toutes les industries culturelles et créatives. Elle révèle les défis qui pourraient entraver l'esprit d'entreprise et empêcher les industries culturelles et créatives de bénéficier du marché interne et du changement numérique.  A partir de ces défis clés, l'étude propose différentes approches nécessaires au développement d'un environnement favorable. Elle émet également des suggestions qui fourniront un soutien mutuel, mettront en valeur les meilleures procédures et prendront en compte les différences entre secteurs et entre les niveaux de politiques ainsi que les différentes phases de développement des industries culturelles et créatives.  Cette étude recueille les 40 meilleurs cas illustrant des approches et des initiatives clés.  Bien que l'étude ne se concentre que sur le secteur créatif européen, elle partage néanmoins quelques conclusions avec l'enquête réalisée par l'Observatoire et adressée aux opérateurs culturels de l'ACP, notamment en ce qui concerne le rôle joué par les PME dans la création d'emplois.  Vous pouvez télécharger l'étude ici: http://ec.europa.eu/culture/key-documents/doc3124_fr.htm
Kenya: Soutenir l'industrie du film
Nairobi — L'industrie du film du Kenya a commencé l'année dans la bonne humeur. Selon des chiffres parus vendredi, l'industrie contribue à hauteur de 1,6 milliards de shillings au produit intérieur du pays. Bien qu'il ne s'agisse que d'un petit changement par rapport aux secteurs du tourisme et de l'agriculture, cela reste néanmoins une réussite quand on sait que ce secteur n'existait quasiment pas il y a encore quelques années. Les réalisateurs et autres acteurs de cette industrie ne manqueront pas de s'enthousiasmer de cette contribution de 0,09% au PIB. Quatrième conférence internationale sur la culture et le développement africain, du 24 au 27 juillet 2011
CULTURE ET SECURITE MONDIALE: Analyser les menaces actuelles et les maîtriser La polarisation des Etats d'Afrique sur des problématiques éthniques, religieuses, sociales, etc a été identifiée comme une source de conflit et de menace qu'il faut prendre en compte au plus vite. Aussi, l'exode des ressources humaines d'Afrique (utilisant des routes illégales et non autorisées) principalement vers l'Europe et d'autres parties du monde, est une source d'inquiétude pour la sécurité des états d'Afrique. De nombreuses vies sont perdues, et de nombreux droits bafoués. Cet exode pose également des problèmes de sécurité pour les états “récipiendaires” dont l'Italie, l'Espagne et la Grèce. ‘Développement, géopolitiques et échanges culturels dans l'océan indien’ du 26 au 29 mai 2011, ZIORI, Zanzibar
Les grandes lignes de l'atelier Au cours du siècle dernier, la région de l'océan Indien a été témoin de changements sociaux, politiques et culturels qui sont les conséquences de circonstances régionales particulières, mais qui révèlent ausii des transformations plus globales depuis la période coloniale. Les ressources régionales (notamment les combustibles fossiles) ont fait de cette région une zone critique pour l'économie globale et les questions géopolitiques. Au même moment, de récentes bourses d'études ont démontré comment le colonialisme, l'indépendance et la Guerre froide ont engendré de nouvelles formes de collaborations à travers l'Océan indien, tandis que l'évolution de nouvelles technologies de communication contribuait à l'émergence d'un nouvel imaginaire culturel. Les tensions occasionnées par la décolonisation, et les différents chemins suivis par les sociétés littorales dans le contexte des rivalités de la Guerre froide, ont créé des édifices légaux post-coloniaux (permettant de nouvelles définitions du citoyen et de l'acteur politique) et de nouveaux systèmes de gouvernance qui ont eu des effets profonds sur les modes d'identification. Dans certains cas , elles ont stimulé une intervention étrangère. De plus, les frustrations engendrées par une croissance trop lente ont occasionné une certaine instabilité, qui paradoxalement, a contribué à la fois à la fragilité de l'Etat et au développement de régimes de contrôle robuste. La restructuration du capitalisme mondial cette dernière décennie a permis à de nouveaux pouvoirs d'émerger dans l'océan indien (notamment en Chine et en Inde), ce qui impose, sûrement sur le long terme, des défis à ceux qui semblaient détenir les clés du pouvoir. Ceci a permis l'émergence d'un monde pluriel dans lequel les alignements géopolitiques et économiques dans l'océan indien occupent une place centrale. La présence militaire de plus en plus importante des Etats-Unis en Afrique de l'Est, dans le Golfe persique, en Asie du Sud, et dans les îles de l'océan indien dans le contexte de “la guerre contre la terreur” (war on terror), a généré des tensions entre les problématiques locales et les régimes de contrôle transnationaux. Au même moment, une structure plus ouverte du pouvoir pourrait apporter de nouvelles formes de connectivités culturelles pour les collaborations et les échanges politiques. Ces problématiques ont un écho historique profond. Le travail d'historiens venant de la région de l'océan indien a montré à quel point les problèmes de pirateries, juridiction, réseaux non-étatiques, et gouvernance sont importants dans l'histoire de la région, de la montée de l'islam à l'ère des empires. Les pensées historiques ont démontré la façon dont un groupe contribue à la formation des contours légaux, politiques et culturels de la région de l'Océan Indien.  Cet atelier a pour but d'explorer la façon dont les systèmes de pouvoir et les approches au développement ont formé les sociétés de l'océan indien dans le passé mais aussi aujourd'hui. L'atelier traitera de l'importance de réunir transformation économique et changements de modes de connectivitéhumaine pour la région. Et ce afin de comprendre la signification de ces developpements pour le futur de l'océan indien et du monde.  Les organisateurs recherchent des articles traitant de perspectives et de périodes diverses. Fonds arabe pour la Culture et les Arts: appels à propositions
Premier appel Le Fonds arabe pour la Culture et les Arts (AFAC) invite les porteurs de projets à formuler leur demande de subventions générales dans les domaines de la littérature, des Arts visuels et des Arts du spectacle. De plus, l'AFAC lance un deuxième appel à propositions pour son programme de films documentaires arabes, en partenariat avec l'Institut du documentaire Sundance.  Tous les individus et organisations travaillant dans ces sphères culturelles et artistiques, dont les projets ciblent la région arabe, sont invités à envoyer leurs propositions quelque soit leur âge, expérience, nationalité, pays de résidence (monde arabe et étranger), ethnie, religion ou autre. Deuxième appel Le Fonds arabe pour la Culture et les Arts (AFAC), en partenariat avec l'Institut du documentaire Sundance, lance son deuxième appel à projets pour son programme du film documentaire arabe. Appel – projet Expositions Watermans 2012 sur les nouveaux médias
Pour coller au thème des Jeux Olympiques de Londres en 2012, Watermans a le plaisir de proposer la possibilité de présenter une série d'installations explorant les thèmes de l'interactivité et de la participation dans les nouveaux médias et l'art numérique. Cette année, le projet a pour but d'exposer le travail d'artistes venant de tous les pays du monde. Ce projet s'intéresse particulièrement à des travaux qui se penchent sur les mainères de participer, interragir ou collaborer et qui prennent en compte l'importance des technologies. Les artistes et collectifs d'arts de tous pays qui travaillent avec les nouveaux médias et technologies numériques sont invités à soumettre leur projet, nouveau ou existant. Atelier d'artistes Internationaux
Du 14 au 28 August 2011, le Kuona Trust Centre for Visual Arts organisera son 11e atelier d'artistes internationaux et invite les détenteurs de projets (artistes et écrivains artistiques) à formuler leur demande, toutes disciplines confondues.  L'atelier Wasanii International Arists fait partie d'un plus grand réseau d'ateliers, le Triangle Network. Compétition FAIR PLAY Anti-Corruption Youth Voices
FAIR PLAY Anti-Corruption Youth Voices est une compétition faisant participer des artistes et des groupes âgés de 18 à 35 ans pour lutter contre la corruption. Elle est organisée par le réseau Global Youth Anti-Corruption Network, la fondation JMI et la Banque mondiale.  Il s'agit d'un programme qui informe et connecte des jeunes artistes et citoyens du monde entier afin de mettre en valeur le rôle de la jeunesse dans la lutte contre la corruption.  Global Youth Anti Corruption Network (GYAC) est un réseau mondial d'organisations de jeunesse qui travaille sur des problématiques liées à la lutte contre la corruption. Il a pour but d'établir un réseau jeunesse mondial de leaders émergents qui encouragent et sont encouragés par les initiatives de leur pays à améliorer la transparence et la responsabilité de l'Etat. Il a pour but d'offrir un environnement favorable aux jeunes pour lutter contre la corruption où ils établieront leurs priorités. Le programme réunira des jeunes de 18 à 35 ans, des jeunes journalistes et des jeunes musiciens qui s'efforcent de lutter contre la corruption. Le but est de faire prendre conscience à la jeunesse des conséquences engendrées par des actes de corruption dans leur pays. Le festival du film international de Durban a annoncé la tenue de sa 32e édition du 21 au 31 juillet 2011.
Soutenu par la National Lottery Distribution Trust Fund (donateur principal), National Film, la fondation Video et d'autres partenaires, le festival proposera la projection de plus de 200 films venant du monde entier. Une attention particulière sera portée aux films sud-africains et africains. Les projections auront lieu dans la région de Durban, y compris dans les townships où les cinémas n'existent pas. Le festival offrira également un séminaire et un atelier où figureront des réalisateurs locaux et internationaux. 2011 verra également le retour de Talent Campus Durban etdu Durban FilmMart.  Le festival fait appel aux candidatures. Films, courts métrages et documentaires sont les bienvenus. Une compétition sera organisée lors du festival.
