I received the attached information and the description below from our
Resource Mobilization Department. It may be of interest to you especially
because interalia, I think support for regional associations of artists is
an eligible activity:
The European Commission has issued an international call for proposals for
the 'Strengthening of Capacities in the Cultural Sector'. The overall
objective of this call is to contribute to the creation of a political,
regulatory, institutional and economic environment conducive to the
strengthening of the cultural sector and their actors as a vector for
sustainable economic, social and human development.
The call for proposals is divided into two lots with the same overall
objective but some different specific objectives and different geographic
dimensions. The first lot is called "Investing in People" and the second is
called "Eastern Partnership Culture program". (Applicants from CARIFORUM
Member States which meet the stipulated requirements would be eligible for
grants under the former)
The maximum grant amount, which can be requested within the "Investing in
People" Lot, is 400,000 Euros.
In order to be eligible for a grant, applicants must be a legal person,
non-profit making and belong to one of the following categories: non-state
actors; public or para- statal bodies and local authorities and consortia or
representative associations thereof; regional intergovernmental
organisations.
The planned duration of the project should be no less than 18 months nor
exceed 36 months.
The deadline for submission of applications is 19 November 2010.

Dear Tonika,
I was recently in a discussion with the president of The dominica calypso association re a collaborative project between the Dominica calypso association and The Association of Music Professionals of which I am president with respect to the construction of a comprehensive library of all Dominica recordings of whatever vintage or technical quality as a way of preserving our musical heritage. This comprehensive catalogue would be in 2 parts:
1 We would collect at least one copy of each recording with its sleeve and liner notes whether on vinyl, Cassette, or CD. These copies would not normally be available to the public
2. Every recording would then be digitized and stored in a fully searchable electronic database with appropriate metadata that would give comprehensive information on each recorded work such as
a) writers;
b)performers;
c)year of recording ;
d) place and date of manufacture;
e)producers’ name and address
f)Its socio-political significance
g) the copyright status where known
Both parts of the collection would be housed at the Calypso house which has space for housing the collection.
My question to you is whether such a project would be funded by the present call for proposals and if so what are the steps necessary to access the funding.
