Build CMeCab-Java-1.6 without protobuf

Good day,

The environment that Im going to be deploying in does not support UTF-8 (or at least its libconv does not). Thus, I decided to go with StandardMeCabAnalyzer instead of LocalProtobufMeCabAnalyzer.

However, I cannot use StandardMeCabAnalyzer without protobuf (it fails with linking error), and since my environment does not support UTF-8, I cannot successfully install protobuf, hence, I cannot successfully run StandardMeCabAnalyzer.

Is there an easy way around this?
