Preliminary recommendations document

I'm attaching a document which contains some of the recommendations that have been discussed in this group.

I am planning to have a subcommittee meeting in Portland, so please review this document and come prepared to discuss at the meeting.

I would also like to offer the EDA vendors the opportunity to talk about any recommendations they have that tie in to optimizations that their compilers can make.  One vendor was ready to present at a previous meeting, but I was not present to run a subcommittee meeting.  I hope that the vendors can present specific information about what optimizations they make.  For example, just saying

  "Adding the attribute (* compact_module *) helps our compiler optimize the generated code."

is too vague.  Something like

  "Adding the attribute (* compact_module = "mos" *) tells our compiler to direct the dc-path detector to ignore paths through the gate ("g") terminal, because gate leakage is typically too small to provide a good dc path."

would make it clear to the committee (and model developers) why they would want to add this attribute.
