What is the current recommended way of adding a new user?

"clue-admin addmanager" is the only way I've noticed so far to make a
user that appears for all projects, and also doesn't seem to actually
give the user any TRAC_ADMIN access, so I'm guessing that's it, but
want to make sure I'm not missing something obvious.

On my tests, "clue-admin addmanager" create a new manager user that
can create new projects and manage all others.

If you first create the user and after create your projects, manager
permission will be added to each new project.

But, if you fisrt create a new project and after that create new user
with "clue-admin addmanager", manager permissions is not add to
existng projects.

IMOH this use case try to let existing projects not to be accessible
to all "admin" users with "manager" permissions, o even disable entire
access.

Sorry for the late response on this one.

The addmanager process is still quite rough around the edges.  It should be that adding a manager will add it to all existing projects as well.  At the moment the only way to add a manager to an existing trac project is to add it in the security tab of the trac control panel like everyone else is added.
