No console

I wanted to try this.  I know PHP, but never used symfony and thought it would be a good learning experience.  My question is can you use Symfony if you do not have access to the O/S console.  My web hosting vendor does not allow a console.  I can use cpanel and FTP.  I could set this up on a local windows machine, but what about deploying to a LAMP environment?
