C17.03 end of life release

Hi All,

We are planning to release C17.03 soon, as the end-of-life version of
C17.  Gary, Robin, and I discussed the state of the git repository, and
decided that the best thing for its hygiene would be to eventually
eliminate the branch from git, and instead post any final commits to the
SVN repository at:

https://trac.nublado.org/browser/branches/c17_branch

Feel free to take a look at the code there, and if you have any comments
or suggestions, please respond to this thread.

c17_branch will be removed from git following the release. Future
releases of Cloudy will be with git.

the He I CS bugfix in CaseB22 (commit 1c539682) should go onto c17.  Will need to retune the test suite

We have the query about the error in the O I CS into Garcia.  Let's see if he responds.
