Adding a new Runtime variable to JobCommand in Glue

Glue currently doesn't support Ray distributed processing currently in Troposphere due to a missing variable 'Runtime' in Job command, can someone merge this or let me know how to create PR?

The runtime parameter was recently added and is available in Cloudformation doc for JobCommand in Glue module
