Some VmAllocationPolicy implementations in the package org.cloudbus.cloudsim.allocationpolicies.migration, computes dynamic threshold based on some metrics such as Median Absolute Deviation (MAD) and Local Regression (LR).They use host utilization history to compute such metrics to define a dynamic threshold. Check the VmAllocationPolicyMigrationMedianAbsoluteDeviation for example (the method computeHostUtilizationMeasure).You can use the Vm.getUtilizationHistory() to get the CPU utilization history for a given VM. Check the method documentation for details.
