Datacenter Selection process in Datacenter Broker

Hello,
I am working on a project named "Design and Implementation of Efficient Two Level Scheduler for Cloud Environment" using the CloudSim tookit. I need to create a broker policy where the broker needs to select the datacenters based on the user QOS like budget or deadline of the job. According to the existing cloudsim toolkit the broker selects the datacenters randomly without any criteria. And also i'm confused with how the broker is selecting datacenters randomly  in the cloudsim toolkit. Can any one help me in these two issues. And please let me know the other sources where i can find additional information on datacenter and datacenter broker.

Datacenter Broker:
Existing Features: In Cloudsim, this component randomly selects the datacenter irrespective of their heterogeneity in hardware, software configuration and pricing schemes for usage. Then the broker maps the submitted cloudlets to the created virtual machines in a circular fashion without considering the Processing Elements (PEs) required by the
cloudlets.
Enhancements: The proposed meta-scheduler that selects the datacenter based on user defined QoS specifications such as deadline and budget. For example if the user requirement is budget constrained, it tries to create as many VMs as possible in a datacenter which has reduced price and the remaining VMs in the other datacenters. Further
the meta-scheduler identifies a VM with sufficient number of Virtual CPUs (VCPUs) before mapping the cloudlet to VM and thus failure in cloudlet execution is avoided.

Dear Alok,

that's exactly what we expect that users do in their simulations. The
Broker we supply is really simple, but it is intended only to allow
examples to run.

Each different user of CloudSim may have different requirements for
the Broker, and we can't implement all of them. Moreover, allowing
researchers to develop and evaluate such policies is also one of the
CloudSim goals.

I'm Finding the difficulty in, from where and how should i start. If any one could help in this it would be a grate help for me.

Dear Mr/Mrs Alok Gundgurti,

I am studying about scheduling algorithm in broker. Users provide their constraints: bubgets, deadline,... the broker will determine the numbers and configuration of VMs to meet users's need. 
But I am very beginning about CloudSim, I am finding the difficulty in simulate scheduling policies using CloudSim, so I am very thankful if you could help me. Could you show me where should I start ?
