limiting lxc swap space

I would like to use lxc with swap size limit 
lxc.cgroup.memory.memsw.limit_in_bytes = 1G

root@cp-1:/users/leeymcj# lxc-start -n test1

As far as I searched,  I need to add boot parameter, so I added /etc/default/grub
GRUB_CMDLINE_LINUX="cgroup_enable=memory swapaccount=1"

and update-grub then reboot. but still container cannot start with the same error.
I think boot parameters are not correctly updated.
How can I update grub boot parameters in cloudlab?

It's on ubuntu Trusty, kernel 3.13

I just looked on that node. If you cat /proc/cmdline you will see that
the added parameters are there. Ditto for "dmesg" output.

I could not say why the options did not do what you are expecting.
Maybe there is something else in the dmesg output that will help.
