Can't start Xen VMs at APT

Hi, I seem to be having a recurrence of https://groups.google.com/g/cloudlab-users/c/Fz_j1Xmyx5g/m/jLtKkHbLCAAJ

I can get a bare metal PC at APT,  but not a Xen VM.  See e.g. https://www.cloudlab.us/status.php?uuid=48b99ace-76b3-11ef-a601-e4434b2381fc

(or, if that is expired by the time you look at this: Steps to reproduce: Use the small-lan profile, check the "Use Xen VM" box and leave other parameters at default setting. Try to instantiate at APT. Experiment fails. )

Hi, I wanted to follow up on this - we are still not able to start Xen VMs on APT.

Did you change your profile to use "exclusive" VMs? We no longer have a
shared VM pool at Apt.

Is it required to explicitly specify the "exclusive" attribute? On the other clusters (CloudLab Utah, CloudLab Wisconsin, etc) the same profile just works. 

I thought if you don't explicitly specify the "exclusive" attribute and the site has no shared VM pool, it just gives you a dedicated resource.

That may well be true. The difference with Apt is that we used to have a
shared pool, so maybe we forgot to remove some residual state. Hang on...

Okay, I think I found the magic bit of state. Try an experiment on Apt again
please.
