New member cannot instantiate experiment from profile

Hi all, 

I added a new member to our project recently. However, he cannot instantiate experiments from profiles that are under our project. It has been around a week, I verified the membership, and that the profile falls under the proejct. Is there anything else I should check?

(The new user's name, etc. is hidden in the yellow box)

The user needs to have "root" privilege rather than "user" to create
experiments. User privilege just allows you to login to existing experiments
(and not become root on those experiments, as the name implies).
