Haskell bindings for CCI - draft

Hi,
After the various requests we have decided to make available our
CCI bindings draft [1].

The README file contains instructions for building and testing the
bindings over UDP sockets and InfiniBand networks.

The CCI library we are binding is pretty much work in progress, so
you should expect the bindings to share all the yet-unresolved issues
as well. The main value of this draft is presenting a proof of concept
that Haskell over CCI is a suitable technology for high performance
networking.

If you have questions about building the bindings or criticism
regarding the Haskell API, we will be more than happy to get in touch.
