One possibility is local privacy laws. For example, in Hong Kong privacy laws mean that personal identifiable data must be stored within the border of Hong Kong, hence a 'local cloud' is required if non owned data center hosting is required.

I'm not suggesting you're wrong to seek an AP service provider but
understanding your business motivation might be an interesting use case for
the Cloud delivery model...  Latency and network bandwidth might be
technical inhibitors; regulatory compliance perhaps a business inhibitor.
