It sounds from your message since you mention tablet servers that
you are using NSA's cloudbase software. Unfortunately it is very
different from the open source cloudbase on SourceForge and you will
find zero documentation on the internet.
What version of the NSA software are you using?
I suspect the message about the recovery file missing has to do with
setting a parameter. Does the directory or file /cloudbase/recovery
exist on each tablet server?
