Creating new projects to absorb quota limit

Hello, I am looking for guidance on google’s terms of service for using multiple projects to overcome quota restrictions on a single project.

We already asked for a quota increase but it got denied so now we are exploring the option of creating a new project to absorb the quota difference.

is this allowed by google’s terms of service?
