Google Groups are reserved for general product discussion, StackOverflow for technical questions whereas Issue Tracker for product issues (unexpected behaviors) and feature requests, see [1].
For this reason, since the behavior is unexpected I’d advise you to open an issue with issue-tracker [2], where you’ll get updates from the product team regarding this issue.
But since I am here, I would like to suggest you to try to download your model from an incognito window because sometimes, these kind of issues are related to an extension conflict. If it is still not working, remember to mention in the issue-tracker that you already tried it.
