PubSub creation help

With an existing GKE cluster created from gcloud cluster create, helm install for all our charts, what is the best practice in programmatically create pub/sub.

If creating pub/sub with terraform, will there be conflicting controllers in this context when there is also ArgoCD for GitOps.

Can you clarify what you exactly want to do? If you want to confirm if there will be conflicts using Terraform to create Cloud Pub/Sub topic while you have ArgoCD for GitOps, then it is worth checking on Terraform and ArgoCD.
