getting help in Pub/Sub.

i want Scc(security command center ) api access in pub/sub model.

like i don't want to fetch data for http api . i want pub/sub to do that .

i am new to it please guide how to start. 

and pub/sub can only be implemented by SDK or there is any other way also  by which i can achieve this.
