This release synchronizes the master branch of the various github
repositories with hackage. Some salient changes of this release:

* Provides an implementation of usend. A primitive that can drop
messages, but doesn't require calls to reconnect in order to succeed
when the network recovers.
* Provides some basic support for static pointers in distributed-static.
* Provides configuration parameters in network-transport-tcp to set
TCP_USER_TIMEOUT, TCP_NO_DELAY and TCP_KEEPALIVE.
* Provides various fixes and optimizations to distributed-process and
network-transport-tcp.
