I am a new user of cloud server and wondering if I can change the IP address of the cloud server as mentioned? Or Cloud VPN? I would be appreciate if anyone can help a beginner here.. Thanks

Hello,
You can use a Static external IP addresses in GCP if you are dependent on a specific IP address for your service and need to prevent other from being able to use the address. You can begin with reserving a new static external IP address [1] and then use it as a Cloud VPN gateway IP, GCE VM instance IP, Forwarding rule IP etc.
You can also Bring Your Own IP addresses to Google Cloud's network infrastructure. GCP is the first cloud provider to make this feature globally available [2]. If you would like to use the BYOIP feature, you can create a case with the GCP support team and get help in using BYOIP. You would require one of the two support : Role-Based Support or Enterprise Support to create a case [3]
