This is not necessarily an error but rather a less than optimal configuration which can results in mismatch of NS addresses and potential for additional DNS lookups for domains that use "ns-cloud-c1... through c4" as name servers.
$ nslookup ns-cloud-c1.googledomains.com ns-cloud-c1.googledomains.com
Server: ns-cloud-c1.googledomains.com
Address: 216.239.32.108#53
Name: ns-cloud-c1.googledomains.com
Address: 127.0.0.1
This does not happen with other google cloud name servers. Example:
$ nslookup ns-cloud-a1.googledomains.com ns-cloud-a1.googledomains.com
Server: ns-cloud-a1.googledomains.com
Address: 216.239.32.106#53
** server can't find ns-cloud-a1.googledomains.com: REFUSED
