SSL issue with DNS sub domain URL with "FAILED_NOT_VISIBLE" under status "PROVISIONING"

I have a app running on app engine so wanted to configure it under load balancer with a sub domain,
following steps were followed

1. Create a HTTP(s) load balancer with backend service, frontend and host rules
2. Created 'A' record set with pointing to lb ip.
3. Created a GCP managed SSL certificate 
4. Created a target proxy 

and facing the below issue even after waiting 24 hrs

Since your domain status is ‘FAILED_NOT_VISIBLE’, I would recommend you to see the Google-managed SSL certificate domain status section [1] on the troubleshooting SSL certificates page.

It is worth mentioning that Google Groups is a place for non-technical how-to questions (where you're likely to find information like service status updates and release notes, and ranging from book recommendations to creative shortcuts) [2].
