Getting an error message while creating Dataproc cluster

Hi,

I am creating a dataproc cluster . I have enabled the respective apis before creating the cluster. The billing on my account is also enabled. I am getting an error while creating the cluster. The error is attached in this mail for your referenec. 

Please suggest if anyone have any idea on how to tackle this issue.
