coefficients for on-premise server

Hi CCF,

The current repository (ccf-coefficients, cloud-carbon-coefficients) seems to be computing the minimum, maximum and GB/chip for public cloud processors for GCP, AWS and Azure. However, for on-premise servers how does CCF derive these coefficients based on the server processor specifications?
