SafeHtml types -> Soy value converter deprecation

SoyProtoValueConverter was marked for removal via 591a5f6eb56672210823375c908871628b5e09cb but it currently supports conversion from safe-html types to soy values (SafeHtml, SafeUrl, etc.).

Does this mean that the only way to pass these types to a template will be via their protobuf implementations? 

For example, if SoyProtoValueConverter can't be used any more, then the only way to pass a template parameter with type uri will be to register the safe-html proto descriptors and use a SafeUrlProto

The plan is to make everything SoyProtoValueConverter does happen by default in SoyValueConverter and to remove all the configuration apis for protos.

(In an ideal world this all would have happened prior to open sourcing this stuff but c'est la vie)
