We keep getting the over quota notice on https://closure-compiler.appspot.com/, is it no longer working or a known issue?

https://closure-compiler.appspot.com still works for me and I'm not aware of any recent changes. Your requests may have just exceeded the usage limits.

I'd consider switching to https://www.npmjs.com/package/google-closure-compiler.
