Announcement: RefasterJS is no longer supported

The RefasterJS code currently included in https://github.com/google/closure-compiler hasn't been properly supported for years and will shortly be deleted.

Since there hasn't been a binary for it published since 2015 and the rules for building it were also deleted years ago, we do not expect that this will impact any users.
